The Substance Abuse and Mental Health Services Administration (SAMHSA) is an agency within the US Department of Health and Human Services (HHS) responsible for establishing the Mandatory Guidelines for Workplace Drug Testing Programs for federally regulated employees. These guidelines define which drugs are included in the program and what cutoffs are used to determine a positive result. Any laboratory that wishes to become an HSS-Certified laboratory must be able to meet these testing guidelines.
